The first Extraordinary Meeting for the Forum of Heads of State and Government of the African peer review Mechanism
A Pre-summit Working Session was held on the 24th October 2008 in Cotonou, Benin, and it was through this working session that the APR Panel briefed the respective Advisors and APRM National Focal Points on the modalities for conducting the “Peer Reviews” and thus, assists the participating Heads of State and Government to successfully carry out this exercise.

The two day meeting allowed, more time to reflect on lessons from early pioneer countries on the following cross-cutting issues: management of resources (particularly land); African elections; corruption; managing diversity and preventing xenophobia; and the indigenization of judicial courts (Rwanda's Gacaca court system). Kenya presented a paper on Resource Control and Management: Addressing the Land Question in Kenya. This paper was done in the context of the African Peer Review Mechanism (APRM).
